Deciding to start fresh, I uninstalled GTA IV from my hard drive and now it gets stuck while it's installing (at the same part, when it's cycling through those images). Sometimes the installation bar will move to 15-20% and then freeze, other times it gets stuck around 2% other times it never moves at all, and the bar just stays empty.
Affected players are reporting on the several online forums that whenever they try entering into any Agency building, the GTA Online game suddenly goes into infinite loading black screen. Due to this issue, players have to start the game again after waiting for some time. It looks like that the issue doesn’t fix automatically goes away at all.
One of said "other things" is the cutscenes. Capping the framerate to 30fps via Riva Tuner Statistics Server or your graphics cards control panel, will rectify these problems. It should also make the game run a lot smoother in the long run, as you won't get those random framerate drops from a solid 60fps to 40-50fps. #6.
same place where gta 4 save file . C:\Documents and Settings\USERNAME\Local Settings\Application Data\Rockstar Games\GTA IV\savegames. you can find it by save slot no. exp.- first save slot file name SGTA400. save postion no. 5 file name SGTA404 so i think you can easily find your save game
